During the year, the third provincial head of the United Front Department was aborted.

On December 15, the Central Discipline Commission reported that Esgay Kader, Vice-Minister of the United Front Department of the Party Committee of Xinjiang Corps, was suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and investigation.

According to statistics from political insights, this is the third major cadre of the provincial United Front Department in the year, and if counted as the listed head of the United Front Department, it is the seventh.

No matter from quantity or cadre level, this has been the most in recent years.

However, although they have all fallen from the post of United Front Minister or Vice-Minister, many officials have not been there for a long time.

According to incomplete statistics, about 21 United Front cadres at the county level and above fell out after the 18th National Congress. Eight of them worked in the United Front Department for less than one year (including one year), and concentrated in the two years of 2017 and 2018.

According to the public announcement, many of the illegal acts committed by the United Front cadres in Lower Horses are related to their previous work experience in the local government or the examination and approval department, and some are involved in the case of tiger in Lower Horses.

Criminal acts took place before the United Front.

This is a Uygur cadre, 58 years old. Since joining the work in 1975, he has been working in the Third Agricultural Division of Xinjiang for 42 years. He worked as a projector in the film team and worked as a driver and clerk successively. He was promoted to the rank of section clerk in 1990. Since then, he has steadily promoted to the rank of section clerk in 53 regiments of the Third Agricultural Division.

In December 2017, he was reassigned as Vice-Minister of the United Front Department of the Legion Party Committee as the Standing Committee and Vice-Political Committee of the Party Committee of Tumushuk City, the Third Division, for a full year now.

On December 11, 2018, Gao Hongbin, Vice Minister of the United Front Department of Liaoning Provincial Committee, was dismissed from office for two months.

On July 11, 2018, Zeng Zhiquan, member of the Standing Committee of the Guangdong Provincial Committee and head of the United Front Department, was dismissed from office for three months.

On May 18, 2018, Chen Wenku, the former Standing Committee of the Wuhai Municipal Committee of the Inner Mongolia Autonomous Region and former Minister of the United Front Department, was dismissed from office for six months.

On October 13, 2017, Luo Donghai, former Standing Committee of Hengyang Municipal Committee of Hunan Province and head of the United Front Department, was given a two-year stay in the Party for inspection and administrative dismissal, and was reduced to a non-leading post at the Deputy level for one year.

On March 10, 2017, Wang Quan-yang, former Standing Committee and United Front Minister of Dongguan Municipal Committee of Guangdong Province, was dismissed from office for three months.

On August 3, 2016, Mai Chengbiao, former Standing Committee and United Front Minister of Yulin Municipal Committee of Guangxi Zhuang Autonomous Region, was aborted for five months.

On April 14, 2015, Li Yukai, former Standing Committee of the Maoming Municipal Committee of Guangdong Province and head of the United Front Department of the Municipal Committee, was dismissed from office for one year.

Obviously, the working hours are too short, and the possibility of officials falling into the United Front is greatly reduced.

Officialsdouble circulars and indictments also support this point. For example, Wang Quanyangs indictment alleges that his criminal acts took place between 2001 and 2016, which had nothing to do with his appointment as United Front Minister. In the indictment charges against Mai Chengbian, there was no problem during his appointment as United Front Minister of Yulin City.

In August this year, Chen Wenku was arrested by the Inner Mongolia Procuratorate three months after his fall. He was suspected of bribery, the crime of holding a huge amount of property of unknown origin and the crime of illegally possessing, privately keeping firearms and ammunition.

The official, who never left the Wuhai, was the fifth tiger of Inner Mongolia and Bai Xiangqun, former vice-chairman of the autonomous region.

From July 2006 to January 2013, Chen Wenku served successively as district director and Secretary of the District Committee in Hainan District, Wuhai City. Wang Suyi served as the Standing Committee of the Autonomous Region Party Committee and Minister of the United Front Department in 2010. He was investigated in June 2013 and was opened in September of the same year.

Accumulation of wealth in United Front posts

It is not uncommon to accumulate wealth in the United Front posts. Most of them have been taking bribes from their previous administrations to their tenure as United Front Minister.

According to the circular, at the end of November this year, Fang Bo, former Standing Committee of the Xinyang Municipal Committee of Henan Province and Minister of the United Front Department, was charged with bribery.

The indictment of the procuratorate alleges that from 2003 to 2018, during his tenure as Deputy Secretary of Gushi County Party Committee, county head and county Party secretary, Standing Committee of Xinyang Municipal Party Committee and Minister of the United Front Department, the defendant, Fang Bo, illegally received and demanded other peoples property for the benefit of others, with a huge amount, should be investigated for criminal responsibility according to law for the crime of bribery.

Fang Bo took bribes for 15 years, of which he served as the Standing Committee of the Xinyang Municipal Committee and the Minister of the United Front for the next seven years.

Similarly, Zhou Lerong, former Standing Committee of the Yangjiang Municipal Party Committee of Guangdong Province and former Minister of the United Front Department, was indicted on May 4 this year. The indictment accuses Zhou Lerong of illegally accepting property from others by taking advantage of his position as mayor of Yangchun City, Secretary of Yangchun Municipal Party Committee, vice mayor of Yangjiang City, Standing Committee of Yangjiang Municipal Party Committee and Minister of United Front Ministry from 2003 to 2017. He should be investigated for criminal responsibility for bribery.

In 2016, Guo Xiangyi, former member of the Standing Committee of the Party Committee and Minister of the United Front Department of the Bortala Mongolian Autonomous Prefecture of Xinjiang Uygur Autonomous Region, was sentenced to seven yearsimprisonment for bribery after four years as United Front Minister. From the Spring Festival of 1999 to March of 2015, bribery of 25 people was accepted by taking advantage of his position, totaling more than 2.7 million yuan, including his three and a half years as United Front Minister.

In addition, in August 2014, Bai Yun, former Standing Committee of Shanxi Province and head of the United Front Department, fell down after serving for one and a half years. Finally, the court found that from 2004 to 2013, including her one year as former Standing Committee and United Front Minister of Shanxi Province, Baiyun took advantage of her position to accept bribes of nearly 20 million yuan.
