The Political Bureau of the CPC Central Committee held a meeting on December 13 to analyze and study the economic work in 2019, and to study and deploy the work of building a clean and honest Party conduct and anti-corruption in 2019. The meeting emphasized that the situation of anti-corruption struggle is still grim and complex, and that there is still a long way to go to administer the Party in an all-round way. We must persist in the word strict for a long time, constantly promote the Partys self-revolution, and realize self-purification, self-improvement, self-innovation and self-improvement.
2018 is the beginning year after the Nineteenth National Congress of the Communist Party of China. The word strict has been consistently used to fight corruption. More than 40 tigers have been handled throughout the year, of which 27 cadres at or above the provincial and ministerial levels have been tried.
Among the 27 people, there are not only the big tiger like Sun Zhengcai, but also four former members of the Central Committee, namely Wang Sanyun, Xiang Junbo, Sulin, Sun Huaishan, and three former alternate members of the Central Committee: Li Yunfeng, Mo Jiancheng and Yang Chongyong.
Among the other tigers who have not yet been tried or subject to Party and government discipline, there are four former members of the Central Committee: Yang Jing, Fang Fenghui, Zhang Yang and Nur Baikeli.
Bribery is almost a standard crime
Zhang Shaochun was the latest provincial and ministerial leading cadre to be tried.
On December 14, the Second Intermediate Court of Beijing held a hearing on the bribery case of Zhang Shaochun, former deputy secretary and Deputy Minister of the Party Group of the Ministry of Finance. Zhang Shaochun was accused of illegally accepting more than 66.98 million yuan of property from 1995 to 2018 by taking advantage of his position to help others. Finally, the court adjourned the trial and gave a judgment on a selective basis.
In January this year, Li Jia, former standing committee member of Guangdong Provincial Committee and former Secretary of Zhuhai Municipal Committee, was sentenced to 13 yearsimprisonment, becoming the first tiger to appear in court this year.
There are at least 27 officials at the provincial and ministerial levels who have been tried or sentenced by the national courts this year. Analysis of the 27 tiger charges, bribery is undoubtedly a high-frequency term - 26 people involved in the crime of bribery, and even a number of senior officials involved only one crime of bribery. From the amount of bribery, the amount of money involved in the 27 cases is shocking, some even hundreds of millions.
On October 18, 2018, the first instance of Taiyuan Intermediate Peoples Court of Shanxi Province opened a public hearing to hear the bribery case of Zhang Jiehui, former deputy director of the Standing Committee of Hebei Provincial Peoples Congress. The prosecution accused him of accepting property given by others, amounting to 12699 million yuan.
According to statistics, in addition to Zhang Jiehui, four of the tigers who have been tried since this year have received bribes amounting to over 100 million yuan: Chen Shulong, former standing vice governor of the Anhui Provincial Committee, Yang Chongyong, former vice-chairman of the Standing Committee of the Hebei Provincial Peoples Congress, more than 206 million yuan; Sun Zhengcai, former member of the 18th Central Political Bureau and former Secretary of the Chongqing Municipal Committee, more than 170 million yuan; and the Shaanxi Peoples Congress. Wei Minzhou, former deputy director of the Standing Committee, received bribes of more than 109 million yuan.
It is noteworthy that Zhou Chunyu, former deputy governor of Anhui Province. During his tenure as mayor of Bengbu Municipal Peoples Government, he decided to return the land transfer fee to the relevant companies in violation of the regulations, resulting in the loss of state property of more than 665 million yuan; during his tenure as Secretary of the Party Committee of Bengbu Municipality, in violation of state regulations, he deposited more than 4.12 million dollars in overseas banks one after another until the case was filed as a stock. Informed persons who are easy to get insider information buy relevant stocks during the sensitive period of insider information. The total amount of the stocks they buy is RMB 270 million, and the illegal profit is RMB 350 million.
The only one who did not accept bribes was Lu Enguang, a former member of the former Party group of the Ministry of Justice and former director of the Ministry of Political Affairs. He was investigated for criminal responsibility for bribery and unit bribery.
After trial, the court found out that Lun Guang had offered assistance to a number of state functionaries for irregularly joining the Party, seeking the status of a teacher, honorary titles, job promotion and job transfer. He had repeatedly given the above-mentioned personnel a total of 12.78 million yuan.
In addition, Luen Guang asked several state workers to help him in obtaining loans, acquiring assets at low prices, verifying lower taxes and avoiding debts in bankruptcy for many companies under his actual control. He directly or instructed the enterprise staff to give the above-mentioned state workers property several times, totaling more than 7.96 million yuan.
Judging from the term of imprisonment, of the 15 tigers sentenced, four were sentenced to life imprisonment, namely, Sun Zhengcai, Yang Chongyong, Chen Xu and Wei Minzhou, of which three were involved in the case for over 100 million yuan.
There are still many tigers who havent been in the hall yet.
In addition to the tigers who have appeared in court, there are also some high-ranking officials who have just dropped their horses or are in the stage of case investigation.
In 2018, in addition to the legal treatment of the stock of tigers, new tigers are constantly being pulled out, some of them with high weights, and some of them have retired.
In February this year, with the approval of the Central Committee of the Communist Party of China, the Central Commission for Discipline Inspection filed a case against Yang Jing, Secretary-General of the 18th Central Committee Secretariat, State Councilor and Secretary-General of the State Council.
After investigation, Comrade Yang Jing seriously violated political discipline, political rules and integrity discipline, and had long-term improper contacts with illegal entrepreneurs and illegal social personnel. He provided convenient conditions for the other party to use his position to carry out illegal acts and seek huge private interests. His relatives accepted the other partys property. During the examination, Comrade Yang Jing was able to admit and repent his mistakes.
According to the Regulations on Disciplinary Disciplinary Measures of the Communist Party of China and other relevant provisions, after studying at the Standing Committee of the Central Disciplinary Commission and submitting them to the Political Bureau of the Central Committee for consideration, it was decided to give Comrade Yang Jing a one-year inspection of the Party and a disciplinary measure of administrative dismissal, which should be reduced to the ministerial level and handled in accordance with the procedure.
In August this year, with the approval of the Central Committee of the Communist Party of China, the Discipline Commission of the Central Committee of the Communist Party of China filed a case for serious violations of discipline by Chen Junfeng, former vice mayor of Tianjin. Chen has retired for several years and is still under investigation.
After investigation, Comrade Chen Tiefeng violated the spirit of the Eighth Provisions of the Central Committee and the discipline of integrity. After the Eighteenth National Congress of the Communist Party of China, he still violated golf rules many times; violated working discipline, violated decision-making and approved projects, resulting in huge losses of state-owned rights and interests. In accordance with the relevant provisions of the Regulations on Disciplinary Disciplines of the Communist Party of China, after studying at the Standing Committee of the Central Disciplinary Commission and submitting it to the Central Committee for approval, it was decided that Comrade Chen Tiefeng should be given a two-year visit to the Party, his retirement treatment should be determined at the deputy office level, and his income from violation of discipline should be collected.
Liu Jun, the former member and vice-chairman of the CPPCC Central Committee of Guangxi Zhuang Autonomous Region, and Wang Tie, the former Vice-Secretary and vice-chairman of the Standing Committee of Henan Provincial Peoples Congress, were also demoted from the cliff.
In February this year, the Discipline Commission of the Central Committee of the Communist Party of China filed a case to examine Liu Juns serious violation of discipline. Liu Jun was dismissed from his party membership and given disciplinary sanctions for administrative dismissal. He was demoted to a non-leading post at the deputy department level and his income from violation of discipline was collected.
On November 19, this year, the website of the State Supervisory Committee of the Central Discipline Commission issued a message. According to the relevant provisions of the Regulations on Disciplinary Disposal of the Communist Party of China and the Supervisory Law of the Peoples Republic of China, Wang Tie was dismissed from the Party membership after being studied by the Standing Committee of the Central Disciplinary Commission and submitted to the Central Committee for approval. The State Supervisory Commission gave Wang Tie a disciplinary dismissal from office and was demoted to a non-leading post at the Retirement formalities; termination of Henan Provinces 10th Party Congress representative qualifications; collection of illegal income.
During the year, Wang Xiaolin, member and deputy director of the State Energy Bureau, Zeng Zhiquan, member of the Standing Committee of the Guangdong Provincial Committee and Minister of the United Front Department, Jin Suidong, former vice-chairman of the Henan Provincial Political Consultative Conference, Li Shixiang, former vice-chairman of the Beijing Political Consultative Conference, Meng Hongwei, vice-chairman of the Ministry of Public Security, member and vice-chairman of the Party Leadership of the National Development and Reform Commission, and Secretary of the Party Leadership of the State Energy Bureau Keli, Xing Yun, former deputy director of the Standing Committee of the Peoples Congress of Inner Mongolia Autonomous Region, Qian Yingan, Secretary-General of the Standing Committee of the Shaanxi Provincial Committee, and Mu Ruilin, vice governor of Jiangsu Province.
Pu Bo, a former member of the Party group and deputy governor of Guizhou Provincial Peoples Government, was arrested on suspicion of committing a crime. In addition, several officials have been prosecuted.
Recently, procuratorial organs in Jiangsu and Liaoning have indicted Ai Wenli, former vice-chairman of the Hebei CPPCC, and Bai Xiangqun, former vice-chairman of the Inner Mongolia Autonomous Region Peoples Government, on suspicion of bribery, corruption, insider trading and disclosure of insider information.
Not long ago, the Second Branch of the Tianjin Peoples Procuratorate made a decision to arrest Lai Xiaomin, the former Secretary and chairman of the Party Committee of China Financing Property Management Co., Ltd. in accordance with the law, and the case is being further dealt with. As a high-ranking financial system official with a more exotic style, Lai Xiaomins drug abuse needs to be eliminated urgently.
On January 3 this year, Feng Xinzhu, deputy governor of Shaanxi Province, was found guilty of serious violations of discipline and became the first tiger to fall in 2018. Feng Xinzhus suspected bribery case was investigated by the Zhejiang Provincial Supervisory Committee designated by the State Supervisory Committee of the Central Commission for Discipline and Discipline. After the investigation was completed, Feng Xinzhu was designated by the Supreme Peoples Procuratorate and transferred to the Hangzhou Peoples Procuratorate of Zhejiang Province for examination and prosecution. At the end of November, the Hangzhou Peoples Procuratorate has filed a public prosecution with the Hangzhou Intermediate Peoples Court.
Wang Xiaoguang, former vice governor of Guizhou Province, was also prosecuted. It wont be long before he waits for the day of trial.
Anti-corruption in the army continues to advance. On October 16, the Central Committee of the Communist Party of China decided to dismiss Fang Fenghui from his party membership, transfer Fang Fenghuis suspected serious crimes to review and prosecute, and decide to dismiss Zhangyang from his party membership and recover the property involved according to law and discipline.
