On December 10, the National Peoples Congress of the Peoples Republic of China (NPC) organized a symposium on the legislation of the Yangtze River Protection Law. At the symposium, members of the National Peoples Congress, academicians of the Chinese Academy of Engineering and President Wang Jinnan of the Environmental Planning Academy of the Ministry of Ecology and Environment elaborated systematically on the legislative purpose, protection objects and protection measures of the Yangtze River Protection Law, and submitted the Yangtze River Protection Law (draft proposal).
Academician Wang Jinnan pointed out that the purpose of legislation should be to protect and improve the ecological environment of the Yangtze River, promote sustainable utilization of resources and high-quality economic development. The protection object of the Yangtze River Protection Law should take into account the needs of water resources development and utilization, water environmental protection, water ecological protection and restoration, and ecological environment risk prevention and control. How to transform the regulations of national universality system such as river and lake long-term system, sewage discharge permit, ecological compensation and responsibility system into the specific requirements of the Yangtze River Basin? At the same time, the specific and key task requirements of the developing plan of the Yangtze River Economic Zone and the ecological environment protection plan of the Yangtze River Economic Zone, which are being implemented, should be upgraded to legal constraints. To solve such problems as unreasonable spatial layout, disharmony between rivers and lakes, unscientific coastline development, and inadequate prevention and control of ecological environment risks.
In October this year, the Joint Research Center for the Ecological Environment of the Yangtze River Economic Zone, Academy of Environmental Planning, Ministry of Environmental Protection, drafted and submitted a draft proposal of the Yangtze River Protection Law to the relevant departments in conjunction with the CCP project Eco-compensation and Green Development System Reform of the Yangtze River Economic Zone. The proposed draft of the Yangtze River Protection Law has 10 chapters and 76 clauses. It is the first draft of the Yangtze River Protection Law proposed by the research institute so far. The two-dimensional legislative framework based on objects of protection and measures of protection proposed in the draft proposal has been highly appraised and approved by the relevant leaders.
