On the morning of November 16, Pengbiao News exclusively reported the death of a generation of Chinese sturgeon caused by construction of Zhenyueqiao and other projects in Jingzhou City, Hubei Province.

The incident attracted public and regulatory attention. On the afternoon of November 16, the Hubei Fisheries Bureau dispatched a new working group to Jingzhou; on the afternoon of November 19, the joint investigation team established by the Jianghe River Basin Fisheries Administration and Supervision Office of the Minister of Agriculture and Rural Affairs (Jiang Office of the Minister of Agriculture and Rural Affairs) and the Hubei Agriculture Department entered Jingzhou.

Chinese sturgeon (Acipenser sinensis) is a national first-class protected animal and a rare species endemic to China.

But at present, wild Chinese sturgeon is facing a greater risk of extinction. Its natural reproductive conditions continue to deteriorate, natural reproductive behavior or phenomenon has been discontinuous between years, and its natural population is difficult to maintain. Artificial seed conservation, artificial breeding, proliferation and release become helpless choices.

The Ministry of Agriculture (now the Ministry of Agriculture and Rural Areas) and the General Office of the State Council have issued circulars to implement the plan of action for the rescue of Chinese sturgeon and to strengthen the rescue and protection of rare and endangered aquatic organisms in the Yangtze River, represented by Chinese sturgeon.

According to the survey conducted in 2016, there are less than 1,000 parents of Chinese sturgeon in the whole country, according to the opinions of experts such as ichthyologist Cao Wenxuan and academician of Chinese Academy of Sciences.

And in a period of time, China will not have more offspring of Chinese sturgeon parents. Relevant experts told Peng Mei News that it takes 12 to 20 years for Chinese sturgeon to hatch from fertilized eggs to grow up and mature sexually, like a generation. Since 2009, China has stopped scientific research and fishing for wild Chinese sturgeon.

According to the aforementioned documents, nearly 60% (567) offspring of Chinese sturgeon parents are in the breeding base of Yunbei farm of Hubei Hengsheng Industrial Co., Ltd. (hereinafter referred to as Hengsheng Company).

Jiang Bin, Minister of Agriculture and Rural Affairs, said that the artificially preserved parent fish of Chinese sturgeon is very rare, and the 567 parent fish mentioned above are extremely precious.

The report of Yangtze River Office shows that Hengsheng Company, a private enterprise engaged in sturgeon farming, holds the domestication and breeding license of Chinese sturgeon and is an important sturgeon conservation base in cooperation with relevant scientific research units. Part of the planning area of Jinan Eco-cultural Tourism Development Project in Jingzhou involves Hengsheng Companys sturgeon conservation base. The two sides have not reached a consensus on Expropriation and relocation. However, the construction of Fenghuang Avenue, one of the construction contents of the project, has been launched, and the conservation base has been divided into two parts, which has a serious impact on the artificial conservation population of Chinese sturgeon.

Pengbiao News reported earlier that the construction site of Zhenyueqiao on Fenghuang Avenue is only one wall away from the largest parent fish culture pond of Acipenser sinensis. In November 2017, the Yangtze River Office wrote a letter to the Agricultural Department of Hubei Province requesting proper protection of the Chinese sturgeon and handling the relocation of the Chinese sturgeon. The Agricultural Department of Hubei Province and the Fisheries Bureau of Hubei Province have issued documents for many times, and sent special persons to supervise them on the spot, and even interviewed the relevant persons in charge of Wen Tour District of Jingzhou City. However, the Wenlu District of Jingzhou City declared that the construction of the suspension project has been in progress, and most of the main works of the Qianyue Bridge have been completed. As of mid-November 2018, the death rate of Chinese sturgeon parents increased from 6 to 36 in more than a year.

In September, after an investigation by experts organized by the Hubei Fisheries Bureau, the Bureau wrote to the Jingzhou Municipal Government that noise, vibration and changes in water supply conditions caused by construction projects such as Qianyue Bridge in Wenlu District of Jingzhou City were the main causes of the death of the parents of the Chinese sturgeon.

At the beginning of 2018, Qian Yueqiao and other projects in Wenlu District of Jingzhou City were ordered to stop construction and maintenance work. But as of November 5, the relevant projects are still under construction.

Jingzhou Wenlu District released a message on November 20 that on the afternoon of November 17, the area interviewed the Construction Party of Qianyue Bridge, immediately and completely unconditionally stop construction and maintenance work.

In addition, the aforementioned conservation base of Chinese sturgeon used to collect water from nearby Miaohu Lake for water circulation and other links.

According to the report of the Yangtze River Office, the cultural tourism development project in Wenlu District of Jingzhou City has also carried out a supporting project, Miaohu Silt Cleaning Project, near the sturgeon conservation base, involving the Miaohu Qiaozui National Aquatic Germplasm Resource Reserve. The project did not carry out the special evaluation of aquatic biological impacts according to the regulations, and the procedures for environmental impact assessment were not complete.

In the past year or so, the central government and relevant departments in Hubei Province have coordinated the protection of the sturgeons, even supervised and issued penalty notices, but Jingzhou refused to implement them. In April, the Agricultural Department of Hubei Province reported to Hubei Province on the basis of the forecast. In July, the Agricultural Department of Hubei Province issued a penalty notice requesting the relevant regional projects in Jingzhou Wen Tour District to stop work, but the Wen Tour District of Jingzhou did not stop work. Although the Agricultural Department of Hubei Province has carried out relevant work, in some respects, it is soft, disappointed and emotional. Many Chinese sturgeon died and the national reserve of germplasm resources was destroyed.

People familiar with the situation disclosed that the relevant instructions were very strict. There are four words that exist --severe investigation and punishment.

The interview put forward a number of specific requirements or tasks for Hubei Province and Jingzhou City: 1. Require Jingzhou City to quickly come up with a plan for the protection of these Chinese sturgeons, which should be implemented after being scientifically identified; 2. Request Hubei Fisheries Bureau to conduct a special impact assessment on the suspected destruction of National Germplasm resources reserve by cultural and tourism projects in Jingzhou City; 3. Request the local government to comply with legal requirements; To investigate whether the relevant staff members are involved in or suspected of the crime of destroying aquatic wildlife resources, whether they are involved in or suspected of dereliction of duty and administrative disorder, and to investigate and deal with the cases; to other relevant staff members, they may also investigate and deal with them in accordance with the Partys Disciplinary Disciplinary Regulations.

Jingzhou Wenlu District argued that only eight Chinese sturgeon died during piling.

On the afternoon of Dec. 10, Wen Tour District of Jingzhou responded to the surging news in writing, questioning the death of 36 generations of Chinese sturgeon.

According to the reply, construction noise and vibration of Qianyue Bridge were mainly caused by piling machine construction, but only eight of the offspring of Chinese sturgeon died during piling (September to the end of December 2017). Then, from April 6 to November 5, 2018, the remaining 28 generations of Chinese sturgeon died.

Relevant experts told Peng Mei News that strong vibration and noise caused stress response of Acipenser sinensis, which may cause microvascular rupture of its important organs or tissues, and subsequently lead to death. The stress responses of different individuals of Acipenser sinensis are different, and the death phenomenon may gradually appear with the increase of temperature and other coercive factors worsening.

Wen Tour District of Jingzhou City claimed that in 2013, Hengsheng Company violated regulations in the construction of the breeding base, and no death of Chinese sturgeon was reported. In recent years, there have been construction projects around other Chinese sturgeon breeding bases in our city, but no reports on the death of Chinese sturgeon have been reported.

The reply did not mention the names and construction of other Chinese sturgeon breeding bases in Jingzhou.

The reply questioned that the aquaculture of Acipenser sinensis requires high water quality, but the water quality of the lake area around Hengsheng Companys aquaculture base is inferior to Class V water quality. According to the investigation, Hengsheng Company has handled the groundwater intake permit in the water department, mainly through the extraction of groundwater for water circulation. Because of the high groundwater level, there should be no problem that the surrounding lake area is drained and the aquaculture pond lacks a large amount of water for circulation.

In addition, Jingzhou Wen Lu District replied that Hengsheng companys base breeding environment is poor, feeding dozens of pigs, excrement directly discharged into the aquaculture water bodies. According to the relevant opinions of the provincial aquatic products bureau, each cubic meter of water body is only suitable for breeding 3 kg of Chinese sturgeon, while Hengsheng companys breeding density is greatly exceeded.

Wen Tour District of Jingzhou City previously responded to the Peng Mei news that the farm of Hengsheng Company covers 165 mu, and the Management Committee of Wen Tour District of Jingzhou City has requisitioned 85 mu.

However, according to people familiar with the situation, the relevant staff of Jingzhou Municipal Government said in the interview that the death of 36 generations of Chinese sturgeon and the destruction of the National Germplasm Resources reserve were caused by illegal planning and illegal construction in the local area.
