The United Nations Intergovernmental Conference on Migration, which is being held in Marrakech, Morocco, adopted the Global Compact on Migration on 10 December.

In this regard, Lu Kang said that the contract was supported by more than 150 countries, and it was the first global document to solve the immigration problem in an all-round way, providing a global framework for strengthening global immigration governance.

He said that while calling for greater protection of the rights and interests of migrants, the Compact clearly distinguishes refugees from immigrants, illegal immigrants from normal migrants, and regards respect for sovereignty as the guiding principle of the Compact, consistent with the purposes and principles of the Charter of the United Nations. In addition, the Contract is not an international convention and is not legally binding. States have the right to implement the Contract on a voluntary basis in accordance with their national conditions. These are also the broad consensus of the international community. The Chinese government has deeply participated in the negotiation of the Compact and welcomes the adoption of the Compact by the Intergovernmental Conference. The Chinese government will step by step implement the Contract in accordance with its own national conditions, domestic laws and regulations and the principle of voluntariness.
