When Zhang Mougui was walking in the woods beside the traffic building, he picked up a stone and struck his left forehead twice. Then he picked up his mobile phone and dialed 110 to call the police. According to the Law of the Peoples Republic of China on Administrative Penalties for Public Security, the police have imposed administrative detention on Zhang Mou-gui for lying to the police and disturbing public order.
